ARTICLE XX

 

PROFESSIONAL GROWTH

 

 

20.1      This Article (section) applies only to those members in the bargaining unit who, as of September 1, 1985, did not hold a clear multiple or single subject teaching credential.

 

20.2      Those members of the bargaining unit to whom this Article applies shall develop an individual program of professional growth which consists of a minimum of one hundred fifty (150) clock hours of participation in activities which contribute to competence, performance or effectiveness in the profession of education.  This program is to be completed within a five (5) year period.  The five (5) year period begins September 1, 1985, or on the date that a credential takes effect after September 1, 1985.

 

20.3      Each unit member who obtains a clear credential after September 1, 1985, shall develop a professional growth plan which consists of one or more of the following:

 

20.3.1         A subject the unit member teaches, authorized by the unit member's credential, in grades ECP-Kindergarten through 12.

 

20.3.2         A field of specialization in which the unit member serves, or is credentialed to serve, in ECP-Kindergarten or in grades 1 through 12.  Examples of fields of specialization include, but are not limited to, bilingual education, cross-cultural education and special education.

 

20.3.3         Concepts, principles and methods of effective teaching, curriculum and evaluation in areas that the unit member is assigned or credentialed.

 

20.3.4         Concepts and principles of physical, intellectual, social and emotional development among children and youth of the level assigned or credentialed.

 

20.3.5         Concepts and principles of human communication, learning, motivation and individuality of the level assigned or credentialed.

 

20.3.6         Languages and cultural backgrounds of groups of children and youth who attend California schools.

 

20.3.7         Concepts and principles of effective relationships among schools, families and communities.

 

20.3.8                  Roles, organization and operation of public education and of governmental institutions that promote public education.

 

20.4      Acceptable activities for the implementation of a professional growth plan shall include, but not be limited to, the following which have been mutually agreed upon in advance:

 

20.4.1         Courses from a regionally accredited college and university.


 

 

20.4.2         Participation in professional conferences, workshops, and lectures conducted by persons of expertise in education which are reasonably related to the unit member's teaching assignment or credential authorization.

 

20.4.3         Teacher Education/Computer Center, Teacher Center, staff development or similar educationally focused institutions.

 

20.4.4         Service as a Mentor Teacher.

 

20.4.5         Participation in curriculum development projects reasonably related to current teaching assignment.

 

20.4.6         Participation in systematic programs of observation and analysis of teaching assignment or reasonably related to the unit member's teaching assignment or credentialing.

 

20.4.7         Participation in alternative work experience programs, paid or voluntary, in which the unit member fulfills new professional responsibilities for a specific period of time.

 

20.4.8         Cultural experiences reasonably related to the unit member's teaching assignment or credential authorization such as attendance at museums or musical, dramatic or dance productions, or cross-cultural immersion in the language and culture of an ethnic or national group.

 

20.4.9         Service in a leadership role in an educational professional organization.

 

20.4.10       Participation in educational research or innovation efforts reasonably related to teaching assignment or credential.

 

20.4.11       Creative endeavors in areas such as audio visual media, computer technology, music or art related to the unit member's teaching assignment or credential.

 

20.4.12       Publication of professional articles in a recognized professional journal.

 

20.4.13       Travel related to teaching assignment or credential authorization.

 

20.4.14       Membership on non-political state or local education related committees.

 

20.4.15       Service as a master teacher for student teachers.

 

20.4.16       In-service training sessions conducted or contracted by the District or the unit member's immediate supervisor.

 

20.5      A clock hour is determined by the actual time spent in the activity with the following exception:  For courses taken from an accredited college or university, each semester unit shall equal fifteen (15) clock hours, and each quarter unit shall equal ten (10) clock hours.  No single activity in Section 20.4, above, with the exception of Section 20.4.1, shall count for more than thirty (30) clock hours every five years.


 

 

20.6      Prior to beginning an activity which could accumulate clock hours, the member of the bargaining unit shall submit the proposed plan in writing to his/her immediate supervisor normally ten (10) working days in advance.  Within five (5) working days, the immediate supervisor shall review the proposed plan.  If the proposed plan is in conformance with Section 20.3, above, then the immediate supervisor shall submit it to the office of staff development for approval along with his/her recommendation. If the proposed plan is not in conformance, then the reasons for non-conformance shall be placed in writing by the District.  If the member of the bargaining unit desires to amend an already approved activity for accumulation of clock hours, the same process shall be followed.

 

20.7      Except in the case of a remediation activity related to an unsatisfactory evaluation, the office of staff development shall approve or disapprove of proposed plans independently of any evaluation that may affect the unit member's employment status.

 

20.8      Upon completion of the activity, the member of the bargaining unit shall submit to his/her immediate supervisor a form which contains the following information:  Type of activity engaged in, dates of the activity, and the number of clock hours spent in the activity.  The immediate supervisor shall sign the form and submit it to the district personnel office with a copy of the signed form to the member of the bargaining unit.  This shall constitute the necessary verification that the member of the bargaining unit has completed the number of clock hours specified on the form.  The unit member shall provide, at District request, additional verification that the unit member completed the activity.

 

20.9      Upon request of an individual unit member, the District shall provide a record of the number of clock hours that the unit member has on file.
