ARTICLE XVII

 

SELECTION PROCEDURE FOR SUPPLEMENTAL EMPLOYMENT

 

 

With the exception of Article V, Grievance Procedures, and Article XIV, Salary and Salary Schedule Regulations, all rights of Summer School unit members are contained in this Article.

 

17.1      Summer School Selection Procedures

 

17.1.1         The District shall identify tentative assignment needs for summer school as early as possible.

 

17.1.2         Not less than thirty (30) days prior to the beginning of summer school, the District shall post notices of summer school vacancies at all schools, allowing for an appropriate application period.  Notices shall include a statement of salary, working conditions and applicatory procedures.

 

17.1.3         The primary criteria in selecting summer school employees shall be appropriate credentials and satisfactory evaluations.

 

17.1.4         The length of the instructional day should be the same as the 1999 summer school (i.e., 5 hours, 50 minutes per day)

 

17.1.5         Preference shall be given to applicants who have worked in a school year similar assignment during either of the past two (2) years.  (In the case of secondary schools, previous school year experience shall be defined as sixty percent (60%) of a full time assignment; in the case of the elementary schools, similar shall mean teaching experience in a grade level maintained at an elementary school during the last two (2) years; and in the case of Resource and Guidance Teachers, they shall be eligible to teach summer school assignments at grade levels that Resource and Guidance programs serve.)

 

17.1.6         If criteria in subsections 3 and 4, above, are judged equal, preference shall be given to permanent employees, except that up to 20% of summer school assignments may be offered to probationary employees.

 

In cases where a school’s program will be extended into summer for its students, preference shall be given to teachers at that site.  Teachers who submitted an application to teach summer school at either their own site or another, and who are not selected for their own site shall be considered for other summer school assignments for which they are qualified.

 

17.1.7         If criteria in subsection 3, 4, and 5, above, are judged equal among permanent unit members applying for summer school, preference shall be given to the applicant with the least recent summer school experience in the District.

 

17.1.8     If criteria in subsections 3, 4, 5, and 6 above, are judged equal among permanent unit members applying for summer school, preference shall be given to the applicant with the fewest hours of previous summer school experience.

 

 

17.1.9         If criteria in subsection 3, 4, 5, 6, and 7, above, are judged equal among permanent unit members applying for summer school, preference shall be given to the applicant with the greatest number of months of District service.

 

17.1.10       If all criteria in subsections 3 through 8, above, are judged equal, the District shall make the final selection of summer school applicants.

 

17.1.11       Summer school assignments shall only be offered to temporary candidates or candidates from outside the District if a summer school assignment cannot properly be filled from existing staff.

 

17.1.12       The list of those tentatively selected for summer school assignment shall be posted in the Certificated and Classified Personnel Office as soon as such tentative assignments are made, and shall be updated on a weekly basis thereafter.

 

17.1.13       The District should have the ability to release staff from summer school assignments if student enrollment falls to levels that are no longer cost neutral.

 

17.2      Adult Education Program

 

17.2.1         Prior to filling teaching positions in the District operated Adult Education Program, the District shall post at each of its regular school sites the types of vacancies that are anticipated for the following semester, including such information as course titles, probable locations and class schedules, compensation, certification requirements, programmatic qualifications and application procedures.

 

17.2.2         Qualified bargaining unit members with satisfactory District evaluations may apply for the assignments and shall be given administrative consideration before these vacancies are filled.

 

17.2.3         The rate of compensation for the assignments is contained in Appendix A.

 

17.2.4         Funding for this program shall not involve General Fund, unrestricted monies.

 

17.3      Professional Development Academy

 

17.3.1         Prior to filling cohort facilitator positions in the District's Professional Development Academy the District shall post, at each of its regular school sites, the types of assignments that are anticipated for the following year including such information as:  nature of assignment, scope of tasks, interpersonal skill requirements, desired experience and training, necessary certification, programmatic expertise, compensation, and application procedures.

 

17.3.2         Qualified bargaining unit members with current satisfactory   District evaluations, may apply for the assignments and shall be given administrative consideration before the assignments are filled.

 

17.3.3         The rate of compensation for the assignments is contained in Appendix A ($2000/yr. for 10 days service).

 

17.3.4         Funding for this program shall not involve General Fund, unrestricted monies.

 

17.4      Professional Development Workshops

 

17.4.1               Prior to filling presenter positions in a District-sponsored/District-wide workshop involving compensation of $1,000 or more for a unit member, the District shall post at each of its regular school sites, the types of assignments that are anticipated, such as:  nature of assignment, scope of tasks, interpersonal skill requirements, desired experience and training, necessary certification, programmatic expertise, compensation and application procedures.

 

17.4.2               Qualified bargaining unit members with current satisfactory District evaluation, may apply for the assignments and shall be given administrative consideration before the assignments are filled.

 

17.4.1.1      Assignments that arise during the summer, for employment that summer, will be posted in the Certificated Personnel Services Office.

 

17.4.3         The rate of compensation for the assignments is contained in Appendix A.

 

17.4.4         Funding for this program shall not involve General Fund, unrestricted monies.

 

17.4.5         Timesheets shall be turned in to Payroll no more than ten (10) working days after the conclusion of each workshop.  Participants should be paid during the next pay cycle.
